Govt restricts 3 km radius around encounter sites


Srinagar, Feb 16: Authorities Thursday advised general public to stay away from counter-insurgency operation sites for their own safety.
District Administrations of Srinagar, Budgam and Shopian advised people not to move towards or assemble near the places where encounters take place between security forces and militants to avoid loss and injuries to precious human lives.
“Prohibitory restrictions have been imposed within the radius of three kilometers from the site of any counter-insurgency operation in the districts. However the restrictions shall not apply to the movement of ambulances, medical, paramedical staff and Government employees,” read an official handout.
Earier in his formal order vide number DMS/PS/17/1449-56, District Magistrate Shopian Manzoor Ahmed Qadri said that: “In exercise of powers vested in me, under section 144 Cr PC, I hereby impose restrictions on the movement of people within the radius of 03 Kilometers from the site of any counter insurgency operation. In case of any exigency, the local population can seek assistance of the District Administration or the local police concerned. These restrictions shall however not apply to the movement of Ambulances, Medical, Para Medical Staff and Government Employees.”
“This order shall remain in force for a period of two months from the date of its issue or till further orders, whatever is earlier.”
District Magistrate Srinagar, Thursday too issued an advisory asking people to stay away from firing areas.
The DC, in a statement said, in the interest of safety of human lives, people are requested not to move towards or assemble near the places where encounters take place between Security forces and Militants. “This way injuries/loss of precious human lives can be avoided,” read the statement
